Question: 

I would like to add a classifieds section to my site.
Is it possible to use the Taxonomy module to create categories and terms then use the views module to create a view that is similar to the Craigslist front page http://wichita.craigslist.org/ ? If not do I need to develop some type of theme?

Yes, you can use the Taxonomy List together with Taxonomy Image module.
