Creating navigation structure

Question: 

Hi,

I want to create a navigation structure

Quality
- Standards
- Kaizen Quiz
Marketing
- Point of Contants

The Standards, Kaizen Quiz are a content type. Quality and Marketing are just differenting the items below them ?

Do I need to use "Themes" to acheive this ?

Why not make different view for each item and just add a menu item for them.

I don't really get what you are trying to do with marketing, can you be more specific. What is the 'differentiating' you talk about. Through cck, taxonomy,...?

How was the administer node was created which has a complete menu list below it ?

Administer
- Content Management
- Site Building
- Site Configuration
- User Management
- Reports
- Advanced Help

Also say for example below Create Content, when we add new modules like audio, image etc, we get a audio, image etc. ?
