Imagecache - Forbidden Access

I keep getting the following error while trying imagecache and pressing 'Update preset'

Forbidden
You don't have permission to access /admin/build/imagecache/6 on this server.

I've tried changing the permissions on all the files/folders in the directory 'imagecache' but i also get the following error:

SITE CHMOD 777 imagecache

550 CHMOD 777 imagecache: Operation not permitted

i can't even delete the directory (why is that?)

i need to get this working as it's not allowing me to display avatars, any ideas?

If you are on your own server, be sure to execute the chmod commands as root (su).
