Issues with 4.3.1 Panels page creation

I have looked over past questions posted in this forum, but I could not find the solution to my problem.

I am using Panels 2, 6.x-3.0-beta1 along with CTools. I am unable to navigate to /admin/panels/panel-page but can instead go to admin/build/panels where I am presented with the Panels Dashboard and have the option to Create new...Panel page, Advanced panel page, Panel node, Mini panel, or customize a system page...I have tried to choose both Panel page and Advanced panel page but I am not able to enter node/% for the Path as I'm presented with the message "That path is already in used [sic]. This system cannot override existing paths."

Also, I am not presented with the option to choose the context or content type for the application of this rule.

And I am stuck, stuck, stuck!

Any guidance would be very much appreciated!

I think it might help if I listed the System pages that I have listed:
Node Edit path is node/%node/edit
Node view path is node/%node
Taxonomy term view path taxonomy/term/%term
User view path user/%user

I have no Custom pages nor Panel pages at present.
