Lose all Panel Pages during upgrade from 2 to 3

Question: 

When I upgrade from 2 to 3, I lose all my panel pages. They are not there under Panels or Sitebuilding-Pages. I have followed the upgrade steps on Drupal.org and I am not having any luck? Any ideas would be appreciated.

Have you enabled the system node view. If you do that, your panels should reappear.

I now have the enabled the system node view. If I go to content, it is there. If I go to preview, it is there. But when I navigate to the page, no content shows up?
