Voting system

Question: 

If i'm not wrong the fivestar voting system is open to any authorized user (depend on the role administrator allowed in the settings). However is there anyway I can make the voting only available upon certain action or transaction?
For example, buyer can only vote for seller after the transaction.

You can probably do this by assigning roles to buyers (action). And only let a certain role vote. I know in ubercart that is would be possible.

If you want to do it product dependant, then I don't know...
