why is my panels´ content not saved?

hello,

i think i managed the page 32 challenge with panels 3. but if i add content to the panel it states: "status: changes not saved".

what´s wrong?

Panels 6.x-3.0-rc1 (postgresql)

pressing update the content was gone. i filed a bug report already. anyway i resolved it with a fresh install. i think it could have something to do with the german language pack.
